Note: The expected influx of troops and families may mean some changes to information and phone numbers in this guide.


Arrival at the Welcome Center

Upon arrival at Fort Bliss, personnel should report for inprocessing to Bldg. 505. Representatives are available to facilitate processing and minimize inconveniences.


Unaccompanied Personnel Housing

The Fort Bliss Lodging Office is located in the Inn at Fort Bliss. The telephone number is 565-7777.

Temporary accommodations are available for personnel on TDY, leave or retired status. Bachelor officer and enlisted quarters are limited, with priority given to unaccompanied bona fide bachelors.


Fort Bliss Housing

Housing areas are located throughout Fort Bliss, including the adjoining Biggs Army Airfield, William Beaumont Army Medical Center and North Hills off-post leased housing.

The GMH Community Management Office is located at 1991 Marshall Road. For more information, call 564-0795.


Off Post Housing

The Housing Services Office “opens the door” to a home in your new community. The Fort Bliss HSO can help you choose temporary lodging or find a permanent home (for rent or purchase).  It can also help you decide whether to buy a home, and show you how to go about doing it and offer time and money-saving ideas for your move.

The HSO must be contacted before any off-post housing arrangements, other than temporary overnight accommodations, are made.

Soldiers must report to the gaining on-post housing office prior to starting their house hunting. Failure to do so will result in the Soldier being charged leave for the entire period IAW AR 600-8-10.

HSO is located in the Kelly Park Community Center, 1991 Marshall Road. Telephone numbers are 568-2898 or 568-7687.

There are no facilities on Fort Bliss for mobile homes; however, there is an RV Park and RV storage facility adjacent to the RV Park.

Fort Bliss Lodging Services

Fort Bliss Lodging is an on-post official travel quarters for active duty TDY or PCS personnel. All personnel on official travel orders to Fort Bliss, whether PCS or TDY, must use Fort Bliss Lodging if space is available. A Certificate of Nonavailability will be issued if lodging is full. Be advised that CNA’s must be obtained prior to going off post. Lodging also provides accommodations to active duty and retired military families and their guests. 

The Inn at Fort Bliss, Bldg. 1744, located on Victory Ave. adjacent to the Fort Bliss Museum and Air Defense Artillery Museum and Study Center, is the central check-in and check-out point for all Fort Bliss Lodging.

Armed Services YMCA

Residence Center Inn

The Armed Services Residence Inn provides amenities for making your stay as trouble free and pleasurable as possible.  Guests are provided a clean, safe and distinctive stay and the ASYMCA’s Southwestern hospitability is surpassed by none.  The hotel-style facility accommodates families, singles, active, reserve, retired military, Government civilians, veterans and their pets at a reasonable cost.

Household Goods

Immediately upon arrival, incoming personnel are required to contact the Inbound Section, Personal Property Shipping Office, to provide a contact address and telephone number where they can be reached to arrange delivery of their household goods/unaccompanied baggage. This may be done either by calling 568-3668/2735 or personally visiting the section at Bldg. 505 on Holbrook and Pershing Roads. 

Reports of damaged/missing goods (DD Form 1840/1840-R) are to be submitted to the Claims Office (2nd Floor, Bldg. 113; 568-5650). The office is located in Bldg. 504A, Room 301.

Defense Military Pay Office

Defense Military Pay Office and C Detachment, 230th Finance Battalion is located in Bldg. 6380, Rooms 6 and 7, in the Van Horne Park area. Inprocessing for new permanent party arrivals is conducted in Bldg. 505.

Vehicle Registration

All personnel, military and civilian, assigned here are required to register their privately owned vehicles with the Provost Marshal Vehicle Registration Section, Bldg. 505, within 10 working days of arriving on Fort Bliss. For registration, personnel must show valid State Driver’s License, Vehicle Registration, proof of motor vehicle liability insurance and a current Texas State Safety Inspection/Emissions Report.

Fort Bliss regulations require all vehicles registered on Fort Bliss display a valid Texas State Safety Inspection/Emissions Decal and carry motor vehicle liability insurance in minimum amounts of $20,000/$40,000 public liability and $15,000 property damage. Proof of insurance must be kept in the vehicle at all times. 

Motorcycles and Mopeds are considered POVs and must be registered. Motorcycle drivers must complete a Motorcycle Safety Course in order to register. The MSC card will be carried while operating a motorcycle.

Military personnel holding a valid driver’s license issued in any state may continue to drive on that license in Texas and Fort Bliss.

Vehicles - Ft. Bliss decal

All vehicles must either have a Fort Bliss decal or sign in at the pass office in order to drive on Fort Bliss property.


Bicycle Registration

All Bicycle owners will register their bicycles within 10 working days of their arrival or acquisition. Owners whose bicycles are stolen from Fort Bliss, and are not registered, will not receive any claim restitution. You may register bicycles with the Provost Marshal Vehicle Registration Section, Bldg. 505.  


Weapons Registration

Firearms belonging to a Soldier or military family member must be registered within 72 hours of arrival to Fort Bliss or acquisition. This requirement is for all Soldiers and their family members living on or off post.

Traffic Regulations

The speed limit on Fort Bliss is 25 miles per hour unless otherwise posted. Speed Limit is 10 mph in parking lots, on service roads and while passing dismounted troops. 

Motorcyclists are required to wear helmets, safety vests, long sleeves, long legged trousers, full fingered gloves and over the ankle leather shoes on and off post.


Visitors

Visitors can stay at the Armed Services YMCA Residence Center Inn.


Uniform Regulations

The normal duty uniform is the ACU, unless otherwise specified by the unit commander.

U.S. Army uniforms and equipment are not to be worn in Mexico. Civilian clothing is customary when off-duty, and is governed by rules of good taste and social standards.
