Garrison Command
The Garrison Command falls under the Installation Management Agency and is responsible for all the base operation support for the installation which includes the following organizations and directorates.
Headquarters & Headquarters Detachment USAADACENFB
The mission of the HHD, USAADACENFB is to provide command and control, administrative and logistical services and support to the U.S. Army Air Defense Artillery Center, Fort Bliss, in execution of its assigned missions and deployments. HHD, USAADACENFB also provides logistical and administrative services and support to attached units, individual augmentees and nondeployable personnel during mobilization.
62nd Army Band
The 62nd Army Band traces its lineage to 1901 when it was initially constituted as the 15th Cavalry Band. Currently, the 62nd Army Band provides musical support for the military and civilian communities of El Paso. The band also provides musical support to the military communities of White Sands Missile Range, Holloman Air Force Base and Kirtland AFB. In addition to the band’s musical support provided for Fort Bliss, another mission is to provide musical support for all Soldiers returning from Southwest Asia, a mission which began in 1991. Directorate of Emergency Services
The Directorate of Emergency Services encompasses the Provost Marshal and the Fort Bliss Fire Department. Both agencies provide round-the-clock police and fire services.
The Provost Marshal’s Office provides police services including the patrols, Military Police desk operations, access control (gates), records administration, physical security, vehicle registration, investigations, traffic control, animal control and military working dogs (K9) support. It works jointly with the Army Criminal Investigation Division on covert drug suppression and felony crimes. It also detains, escorts, and transfers all military prisoners. The PMO also works with law enforcement agencies including the Department of Homeland Security, FBI, U.S. Border Patrol, and the El Paso Police Department. It conducts international liaison with the U.S. Consulate and Juarez authorities regarding investigations of U.S. military members. These varied missions make the 93rd MP Battalion and the PMO one of the MP Corps most unique units.
The unit is recognized for superior achievements such as the establishment of the Department of the Army Civilian Police Program, the organization of the Contract Security Guards and security support for the free Iraqi Forces.
The Fort Bliss Fire Department provides emergency first responder services for all structural, crash fire and rescue, medical and hazardous material incidents on Fort Bliss. The department covers an area encompassing 1.1 million acres; and protects 21,566,433 sq. ft. (buildings/housing units). It responds to more than 3,000 emergencies annually. The department consists of four fire stations: Fire Station 1 is located on the main cantonment; Fire Station 2 is located at McGregor Range, outside of El Paso; Fire Station 3 is located at William Beaumont Medical Center; Station 4 is located on Biggs Army Airfield along with the Administration Office.
The Fort Bliss Fire Department received the U.S. Army (Large) Fire Department of the Year and DoD Fire Department of the Year Awards in 2004 and 2005.
93rd Military Police Battalion
The 93rd Military Police Battalion uncased in 2007, marking the deactivation of the 76th MP Bn.
The 93rd was constituted in 1945 and has provided spectacular police functions for every war, from World War II to Desert Shield and Desert Storm, said Woods. The unit underwent numerous transformations throughout its course. It was deactivated in 1971 at Fort Lewis, Wash., and activated again in 1986 in Frankfurt, Germany. The 93rd deployed to Iraq during the Persian Gulf War.
The 978th MP Company and the 72nd MP Detachment, which previously fell under the command of the 76th MP Bn., will continue to serve under the 93rd. Three more companies will be added, beginning with the 591st MP Co., scheduled to be activated in February 2008. The 202nd and 212th MP companies from Fort Eustis and Germany, respectively, will follow in fiscal 2009.
U.S. Army Combined Arms Support Battalion
The USACAS Battalion mission is to operate, maintain, allocate, and schedule use of all range camps, maneuver areas, weapons ranges, and airspace for combined arms and joint service training missions. The battalion controls all recreational use of range lands, supports rangeland firefighting efforts with internal forces and equipment and coordinates with surrounding firefighting agencies. It is also responsible for providing assistance for all non-military activities scheduled on the range. In coordination with principal staff directorates, it develops plans for upgrading and modernizing range complexes, and assists in coordinating logistical support for range users. The battalion is headquartered at McGregor Base Camp in New Mexico, about 28 miles northeast of Fort Bliss.
The Fort Bliss Training Complex encompasses about 1.1 million acres, making the range area larger than the state of Rhode Island. It is divided into the McGregor Range Complex, the Doña Ana Range Complex, and the Orogrande Range Complex, each with its own base camp.
